Once again one of the disaster management cell of the country has failed to deliver for the very purpose it was created for. This has been the state of affairs for managing a city which is small and has access to higher levels of technology.

There was hardly a family in mumbai who didnt have their loved ones stranded somewhere or were missing. A one day task of either going to school/college or work place and returning home , people took two days to complete.. For years I guess people would recount their experiences of horror, loss and helplessness.. Had it not been locals who went out of their way to help people out, the death toll could have been more.  If only we had systems which were functional.
